Glasgow wanted to accelerate district heating toward Net Zero — without a structured way to prioritize projects, govern delivery, or de-risk funding.
Academic strategic advisory project completed with the University of Strathclyde, Sustainable Glasgow and Partners (Aug–Sep 2024). This is a strategic proposal — the recommended frameworks and their business impact are anticipated outcomes, not measured results from implementation.
District heating could help Glasgow hit its Net Zero targets, but accelerating it meant coordinating public and private stakeholders, prioritizing projects under real uncertainty, and attracting funding that was hard to de-risk. I proposed a set of data-driven frameworks — from MCDA and scenario modelling to investment appraisal and performance monitoring — giving Sustainable Glasgow and partners a structured way to evaluate and govern DHN acceleration.
