Strategic Advisory Consulting Proposal
Project Description
Developed a strategic advisory proposal to accelerate District Heating Networks, aligning with Net Zero goals. Applied data-driven tools strategy modelling —including MCDA, scenario modelling, and probabilistic risk assessment—to prioritize projects and evaluate impact. Recommended governance models, performance monitoring frameworks, and investment appraisal methods (including causal mapping) to support evidence-based decision-making and long-term sustainability.
- Worked on a strategic advisory proposal for Sustainable Glasgow and partners (including Glasgow City Council and University of Strathclyde) to accelerate District Heating Networks (DHNs) via the Green Infrastructure and Transport Hub (GITH) - aligning with Glasgow's Net Zero ambitions by addressing funding, infrastructure, and governance challenges.
- Proposed a phased methodology to assess and prioritize DHN projects based on technical, economic, and social factors.
- Recommended data-driven tools such as MCDA frameworks, scenario modelling (System Dynamics), and probabilistic risk assessments to evaluate acceleration potential. Advised on governance structures and stakeholder collaboration models to support coordinated public-private investment efforts.
- Suggested PESTEL and SWOT methods for strategic analysis to assess enabling conditions for DHNs in Glasgow.
- Suggested cost-benefit and investment appraisal approaches, including Discounted Cash Flow and causal mapping, to attract and de-risk funding sources. Provided strategic recommendations to improve performance monitoring and impact evaluation, supporting the client's long-term organizational objectives.

Key Challenges & Solutions
- Challenge: Complex governance and stakeholder alignment for DHN acceleration
Solution: Proposed clear governance models and collaborative frameworks to coordinate public-private investment and decision-making. - Challenge: Uncertainty in project prioritization and impact assessment
Solution: Recommended MCDA, scenario modeling, and probabilistic risk assessment to enable data-driven prioritization and risk mitigation. - Challenge: Attracting and de-risking funding for large-scale infrastructure
Solution: Recommended investment appraisal methods (including DCF and causal mapping) and cost-benefit analysis to support evidence-based funding decisions. - Challenge: Ensuring long-term sustainability and performance monitoring
Solution: Proposed performance monitoring frameworks and sustainability planning tools to track progress and align with Net Zero goals.
Business Impact
- Informed Project Prioritization
→ The proposed use of MCDA and scenario modelling is expected to support transparent, data-driven prioritization of DHN projects based on technical, economic, and social factors. - Improved Strategic Planning Under Uncertainty
→ Scenario analysis and probabilistic risk assessment are anticipated to help stakeholders plan adaptively, identify long-term risks, and explore viable acceleration pathways. - Stronger Investment Readiness
→ Investment appraisal methodologies (e.g. DCF, causal mapping) are expected to support more credible funding strategies by clarifying value, risk, and return for potential investors. - Alignment with Net Zero Goals
→ The proposed performance monitoring frameworks are intended to guide future implementation efforts, ensuring DHN initiatives stay aligned with Glasgow's Net Zero targets and deliver measurable impact.
